FPPC Divisions

The Commission’s staff is separated into four divisions.

  1. Administration and Technology Division
  2. Audits and Assistance Division
  3. Enforcement Division
  4. Legal Division

FPPC Duties

When voters passed the Political Reform Act they simultaneously created the FPPC to administer and enforce the landmark ethics law, as well as inform and assist public officials, employees and candidates to comply with its provisions. Specifically, the Act gives the FPPC authority to adopt, amend and rescind rules and regulations to carry out the purposes of the Act. In addition to interpreting and enforcing the Act, the FPPC focuses on providing current information and useful assistance to encourage compliance.

Informs

The FPPC strives to provide information to the public, the regulated community, and the media.

  • Campaign Disclosure Manuals. View user-friendly handbooks prepared to assist candidates, committees, treasurers and others in understanding the Act’s numerous and often detailed rules.
  • Fact Sheet Library. View fact sheets, guides, checklists and more to understand how to comply with the Act.
  • Media Center. View resources for individuals seeking a media spokeman, press releases, current agendas for the FPPC meetings, and the FPPC's Annual Report.
  • Search Filings. View public official's Statements of Economic Interests (Form 700s), Behested Payments (solicited by officials), and other disclosure forms to promote transparency in government.

Assists

The FPPC provides daily technical and legal assistance to the regulated community, including candidates, public officials and lobbyists.

  • Advice. Request FPPC advice via telphone and email. In most instances, informal advice will satisfy any basic questions about an official’s obligations under the Act. For requests that are more complex in nature, the FPPC offers public officials and entities the opportunity to request formal written advice about their obligations.
  • California Public Records Act (CPRA). Request information or records from the FPPC.
  • Training and Outreach. Register for workshops and webinars hosted by FPPC staff. Watch available online video tutorials for candidates, treasurers, conflict of interest code reviewers, form 700 filers, filing officers, and public officials.

Interprets

The FPPC is the agency primarily responsible for interpreting the provisions of the Act and providing advice to the regulated community about their obligations under the law.

  • Recent Changes to the Political Reform Act. View summaries of the legislative and regulatory changes to the Political Reform Act.
  • Regulations. View specific guidelines to candidates, committees, treasurers, public officials, and other members of the regulated community.

Enforces

The FPPC Enforcement Division investigates and administratively prosecutes violations of the Act with a team of attorneys, investigators, auditors, and political reform consultants who work vigorously to ensure that cases are handled swiftly and fairly.
