FPPC Regulations
The FPPC is responsible for administering and enforcing the Political Reform Act (the Act). It enacts regulations to implement the law, issues advice letters, and adopts advisory opinions that apply the Act and its regulations to specific circumstances.
This section provides access to a variety of legal resources, including the current regulation index, newly adopted or amended regulations, and proposed regulations and notices.
Regulation Process - Public Comment
As part of the regulation process, each proposed regulation must be available for public comment for a specified period before it is enacted.
Individuals wishing to provide public comment on a proposed regulation may review notices on the proposed regulations page. Each notice includes the deadline for submitting written comments and the date of the Commission meeting at which the proposed regulatory action will be considered. Public comments are also accepted during the Commission meetings.
Additionally, FPPC staff may schedule an interested persons meeting for proposed regulatory actions. These meetings give the public an opportunity to provide input to Commission staff during the drafting stages of the regulatory process. Information regarding upcoming interested persons can be found on our website, or you can subscribe and join our mailing list for notifications.

The 2025 Proposed Regulatory Calendar is available. It outlines anticipated regulatory proposals for the year. Please note, the calendar is for planning purposes only and proposals may be added, removed, or rescheduled at any time.
